Travel Agency Associations
In accordance with the existing legislation, all economic subjects in Croatia are obliged to belong to one of the two chambers.
Agencies registered as limited liability or joint stock companies or as sole traders are compulsory members of the Croatian Chamber
of Economy, while agencies registered as craftsmen are members of the Croatian Chamber of Crafts and Trades which has no specific
association of travel agencies. In Croatian Chamber of Economy travel agencies are compulsory members of HUPA - Croatian Association of Travel Agencies.
This means that they are members just because they are registered as travel agencies, regardless of their quality performace,
specialisation, business image, financial standing, timely payment to suppliers.
Beside the compulsory membership in HUPA, the tour operators and retailers who meet the additional criteria
(additional to those requested for the registration of travel agencies in accordance with the Law on Travel Related Activities)
can be members of two voluntary travel agentsī trade associations - of UHPA - Association of Croatian Travel Agencies, and of
UNPAH - Union of Croatian Independent Travel Agents. UHPA has 202 members with 395 offices in Croatia and other countries
realizing between 70 and 80 per cent of the total travel agency turnover in Croatia. UHPA members are all major tour operators and
retail travel agencies in Croatia, all medium size agencies and about 140 small agencies, companies and banks who issue credit and
bank cards, numerous hotel enterprises, tourist boards, rent-a-car companies, national air carrier, tour operators from other
countries - Croatia specialists and other members. UHPA is also the only association of travel agency employers in Croatia.
UNPAH has 42 members with a total of 47 offices. UNPAH members are mainly small, family owned, travel agencies.
